Long-time professor at the École nationale d’administration publique (ÉNAP) and a pioneer in international studies and cooperation, Louis Sabourin contributed greatly to developing international relations in Montréal, Québec and Canada and helped found many organizations devoted to international business, law and development.

In particular, he was President of the OECD Development Centre and advisor to the United Nations, UNESCO and the World Bank. In 1983, he founded the first Quebec program for International Studies at ÉNAP, the Groupe d’étude, de recherche et de formation internationales, which has trained hundreds of students from all over the world.

Notable among Louis Sabourin’s exceptional achievements is the founding of the Montréal Council on Foreign Relations (CORIM) in 1984. CORIM has become a hub of international affairs and cooperation and a distinguished platform for foreign dignitaries passing through Montréal.
