Henri-Paul Rousseau has been Vice-Chairman of Power Corporation and of Power Financial since 2009. He was also appointed Chairman and Director General of the Caisse de dépôt et placement du Québec in 2002. Named President and Chief Executive Officer in 2005, he determined the Caisse’s strategic policies and co-ordinated all asset management operations.

Henri-Paul Rousseau obtained a bachelor of arts degree and a bachelor’s degree in economics at the Université de Sherbrooke and a doctorate in economics at the University of Western Ontario. He began his career as a Professor of Economics at the Université du Québec à Montréal. In 1975, he joined the faculty of Université Laval and later became Head of its Economics Department.

From 1986 to 1992, Henri-Paul Rousseau worked for National Bank of Canada, where he held various positions, including Senior Vice-President, Treasury and Financial Markets. From May 1992 until January 1994, he was President and Chief Executive Officer of Boreal Insurance. Before being appointed to head the Caisse de dépôt et placement du Québec in September 2002, Henri-Paul Rousseau had been President and Chief Executive Officer of Laurentian Bank of Canada since 1994.

Henri-Paul Rousseau has also been an economic adviser to the governments of Canada and Quebec. He was Research Director and Co-author of the Report on Savings in Quebec, published in 1980. He was one of two advisers to the House of Commons Standing Committee on Finance, Trade and Economic Affairs, that looked into bank profits in 1982. Finally, he is the co-author of an economic impact analysis published in 1985 in conjunction with the White Paper on the Personal Tax and Transfer Systems.

Henri-Paul Rousseau received the T.M. Brown Thesis Prize for the best doctoral dissertation in economics at the University of Western Ontario, as well as various fellowships and research grants, including a Woodrow Wilson Fellowship, a Bank of Nova Scotia Fellowship, a Fondation Émile-Girardin Fellowship, an Ontario-Québec Exchange Fellowship and a Social Sciences and Humanities Research Council of Canada Fellowship. Henri-Paul Rousseau was awarded a doctorate honoris causa by Concordia University in June 2004.

Henri-Paul Rousseau is a member of the CEO Network of Quebec, the Society du Havre de Montréal and the Executive Committee and the Board of Directors of the Montreal Heart Institute Research Fund.

Henri-Paul Rousseau was inducted into the Academy of Great Montrealers in the Economic category in 2006 and was named a Commander of the Ordre de Montréal in 2016.
