
A native Montrealer who graduated from the Université de Montréal in 1977, she worked as a Crown Prosecutor from 1979 to 2004, notably with the elite Carcajou squad. Deeply motived to put an end to the bloody clashes between Montréal's criminal gangs, which were degenerating and claiming innocent victims, she obtained a retrial that sent outlaw motorcycle gang leader Maurice “Mom” Boucher to prison for life. Appointed to the Superior Court in 2004, she presided in 2011 over the Charbonneau Commission, tasked with investigating the awarding and management of public contracts in the construction industry. Her recommendations led to the creation of the Autorité des marchés publics, a significant turning point in the management of public contracts in Québec. With her unfailing intellectual honesty and tireless energy, France Charbonneau has left an indelible mark on the judicial system and strengthened citizen confidence in public institutions.
