What are the DBA, PORTAL_DEVELOPERS, and PORTAL_ADMINISTRATORS groups?
Groups define the actions that Oracle Portal users can perform by controlling access to Oracle Portal pages and assigning default access privileges.
By default, the three groups that can access Oracle provider building pages are:
DBA
PORTAL_ADMINISTRATORS
PORTAL_DEVELOPERS
For example, to create an Oracle Portal provider, you must be a member of the the DBA, PORTAL_ADMINISTRATORS, or PORTAL_DEVELOPERS groups. To build a new database schema, you must be a member of the DBA group.
When you assign an Oracle Portal user to a group, the user is automatically granted all the privileges of the group. Portal Provider Builder groups and the privileges assigned to them by default listed below.

Users with the appropriate privileges can change the default privileges shown above by editing the group.
PORTAL_DEVELOPERS group
The easiest way to create an Oracle Portal user who can create provider and database portlets is to assign the user to the PORTAL_DEVELOPERS group. (Users who belong to the DBA group can also create database portlets, but are by default granted additional privileges such as creating and dropping schemas).
