Community alert service

Do you live in the Montreal agglomeration? Would you like to be informed of emergency situations?

Le service d’avis à la communautéThe community alert service leaves alert messages by phone in emergencies, targeting the geographic zones that are affected. This service already uses 911 phone databases, which contain landline telephone numbers for most area homes and businesses.

 To ensure you receive information at all times, add your cell phone number by registering for this service.


Means of communication


You will automatically receive alert messages on your residential landline without needing to register. The community alert service is offered in collaboration with Bell Canada, the holder of the 911 database in Québec.

Cell phones

The cell phone is complementary to the community alert service, enabling users to receive alert messages on their cell phones. Simply enter your contact information on the Montréal agglomeration’s civil safety portal to use this service. No fees are charged by the city when a message is sent; however, your service provider may charge you depending on the type of calling plan you have.



The TTY service for the hearing impaired is presently under construction (being installed) and will be available soon. You can register now to receive alert messages via TTY by selecting this option in the registration form.


The SMS module sends general or complementary information in the form of a text message, in addition to the community alert service. Be sure to check this option on the registration form and add a new SMS number in the “Other contact information” section of the form if you would like to receive SMS messages.



The city strongly encourages all residents and businesses, as well as people who work in Montréal or send their children to school here, to register their information in the community alert service database.

Examples of use

Some examples of when the community alert service would be used:
• Risk of extreme flooding
• Drinking water advisory
• Extreme heat
• Notice of containment or continued containment for a plume of toxic smoke, a fire or an accidental leak of toxic gas. 

Confidentiality and security of information

No personal information contained in the community alert service database will be distributed or shared except when required by law. Information will only be used for alerts concerning the health or safety of residents of the Montréal agglomeration.

Questions and answers

Who will be authorized to use 911 data to send alert messages to the public?

According to the Canadian Television and Radio Council, the community alert service can only be used by public safety authorities. In Montreal, this is the Civil Protection Center.

Under what circumstances can the Civil Protection Center send alert messages to the public?

The CRTC stipulates that the use of the 911 database for the alert service is only for emergency situations. Emergency is defined as “danger that is imminent or underway which puts the life, health or safety of a person in danger.”

Why use 911?

For community alerts, a database with the contact information of all residents is needed. The most complete and up-to-date databases are those used by 911.

Can residents of neighbouring towns get community alerts?

The community alert service is provided to residents of Montréal and residents of Baie-d'Urfé, Beaconsfield, Côte-Saint-Luc, Dollard-des-Ormeaux, Dorval, Île Dorval, Hampstead, Kirkland, Mont-Royal, Montreal-East, Montreal-West, Pointe-Claire, Sainte-Anne-de-Bellevue, Senneville and Westmount.

What are the advantages of this new service?

The Civil Protection Center can inform the population more quickly, easily and effectively in the event of a situation that could impact their safety.

Do residents have to pay for this service?

No, the service is completely free.

Can the community alert service be used to reach cell phone users?

Users of cellular telephones and IP nomad phones as well as hearing-impaired persons who use text messages or TTY must register on our Web site to receive alert messages on their cell phones. This data will be added to the 911 telephone database, which only contains residential landline numbers.

Can residents refuse to be contacted?

Messages are only sent to ensure residents’ health, safety and protection. There is no commercial use whatsoever. Alert messages are sent to all residents, even if your number is listed as private in commercial telephone databases.

When will you be contacted?

The community alert service is 24 hours a day, seven days a week. Calls are made as soon as an emergency situation necessitates communication with the population.

How can only the people in an impacted area be contacted?

The telephone database is integrated into a map tool that makes it possible to select the affected areas geographically and contact residents in this area.

Why isn’t the mayor in charge of sending emergency messages?

In an emergency, this is the responsibility of the emergency measures coordinator, who manages emergency operations, including public alerts.

The city offers no guarantees about the accuracy, exhaustiveness or delivery of any information published by the city through the system. Although the community alert service is an important tool for the city in the case of an emergency, there is no guarantee that the notification will reach all residents upon activation. The city, its leaders and employees cannot be held responsible for actions or omissions based on information provided by or as a result of the community alert service.
