Maintaining Social Diversity and Supporting Affordable Housing Initiatives
Modifications to the Strategy for the inclusion of affordable housing in new residential projects
On December 9, 2015, the executive committee adopted various modifications aimed at reinforcing the Strategy for the inclusion of affordable housing in new residential projects. The 10 years since the Inclusion strategy was first adopted have served to highlight its success as well as certain challenges related to its application. Given this situation, clarifications were required both in terms of the definitions and parameters set out in the Inclusion strategy as well as its operation.
While the objectives of the strategy remain unchanged, the modificationswill make it possible to broaden its scope in order to facilitate its harmonization with all the boroughs and increase predictability by clarifying certain notions as well as the calculation to the contribution from the Contribution fund.

Adopted in 2005, the Strategy for the inclusion of affordable housing in new residential projects constitutes one of the means deployed to meet the objectives of diversity and affordability set out in several policies, action plans and planning tools adopted by the municipal administration is recent years in order to fulfil its housing and social inclusion mission.
This Montréal strategy is intended to:
- Maintain social diversity by promoting the development of diversified housing on large sites so as to meet the needs of citizens with varied incomes and thus promote the creation of diverse and inclusive communities;
- Support the production of affordable housing by facilitating the production of social and community-based housing projects as well as encouraging the production of affordable private housing.
A progress report (in French) on the inclusionary strategy was issued in 2007 in order to assess the benefits of this initiative both in terms of the delivery of housing and social diversity.
