In the fall of 2012, a discussion forum was posted online to seek out the ideas and aspirations of Montrealers with regard to various orientations related to the proposed Plan. More than 200 comments were exchanged about the different spheres of municipal activity.

The process also drew on the expertise of representatives of civil society. A partner forum brought together some one hundred invited experts and representatives of different organizations in June 2012.
