Montréal Community Sustainable Development Plan 2010-2015

The Plan was developed around five orientations:

  • Improve air quality and reduce greenhouse gas emissions
  • Ensure the quality of residential environments
  • Practise responsible resource management
  • Adopt solid sustainable development practices (industries, businesses and institutions)
  • Improve protection of biodiversity, natural environments and green spaces

Nine objectives, along with their underlying actions, have stemmed from these orientations.

Objective: Reduce Montréal’s greenhouse gas emissions by 30% by 2020, compared to 1990


  1. Develop and implement a plan to reduce emissions
  2. Reduce automobile dependency
  3. Reduce GHG emissions from buildings
  4. Increase the environmental performance of the conventional fleet of vehicles
  5. Promote electrical transportation
  6. Take part in climate change awareness campaigns

Objective: Achieve the Canada-wide standard for ambient fine particulate matter concentration (30 µg/m³) by 2020

Actions :

  1. Reduce the use of wood heating in urban areas
  2. Test alternatives to abrasive minerals
  3. Expand knowledge of sources of fine particulate matter and the concentrations of each type
  4. Influence the decisions of the Canadian Council of Ministers of the Environment committee on air quality
  5. Minimize the use of heating oil in buildings

Objective: Reduce the net migration from Montréal to the suburbs by 25% by 2012, focusing primarily on the 25 to 44 age group of Montréalers who move out of the city each year

Actions :

  1. Support affordable, safe and environmentally-friendly residential development adapted to the needs of families
  2. Develop sustainable neighbourhoods
  3. Ease traffic
  4. Contribute to greening efforts and reduce heat islands
  5. Promote Montréal as a family-friendly place to live

Objective: Reduce production of drinking water by 15% by 2015, compared to 2000

Actions :

  1. Reduce leaks and illicit water consumption
  2. List water consumption levels by industry sector
  3. Improve efficiency of drinking water consumption

Objective: Improve the quality of runoff water that flows into watercourses

Actions :

  1. Promote rainwater catchment, retention and infiltration at the source
  2. Prevent and correct reversed connections contaminating the storm sewer system

Objective: Recover 80% of organic and recyclable waste, HHW, CRD waste and bulky refuse by 2019, in accordance with the Plan directeur de gestion des matières résiduelles de l’agglomération de Montréal (Montréal’s master plan for the management of residual materials)

Actions :

  1. Implement at-source reduction measures
  2. Implement recycling and reuse measures
  3. Hold eco-responsible events

Objective: Turn Montréal into a North American leader in the clean technology and environmental sector by 2020

Actions :

  1. Support the development of the clean technology sector
  2. Stimulate demand for green technology, products and services
  3. Assist Montréal-based businesses in adopting best practices for sustainable development

Objective: Increase the number of environmental certifications or the membership of voluntary environmental programs by 30% in Montréal by 2020, compared to 2010

Actions :

  1. Adopt a management system, regulations or policies to obtain certifications covering sustainable development concepts
  2. Review municipal funding programs in order to promote certification
  3. Participate in training activities on certification and environmental programs

Objective: Improve Montréal’s green infrastructures by increasing the canopy cover to 25% from 20% by 2025, compared to 2007

Actions :

  1. Establish a collaborative framework for protecting and developing highly biodiverse territories
  2. Make use of green infrastructures and their ecological services in the city
  3. Publish information to raise awareness of biodiversity and encourage the public to take action to preserve it
  4. Reinforce the eco-friendly management of the city’s green spaces
