Highlights of the CDN—NDG Borough Council Meeting of December 5, 2011

Montréal, le 7 décembre 2011 - Two days ago, the members of the Côte-des-Neiges—Notre-Dame-de-Grâce (CDN—NDG) Borough Council held a regular meeting, chaired by the mayor of the borough, Mr. Michael Applebaum. The main issues dealt with were as follows:




  • Council adopted a motion to highlight the 20th anniversary of the Habitations Lavoie which, thanks to 78 family units and 8 adapted units, help improve the living conditions of low- or moderate-income families and individuals. Council also congratulated the La voix des familles tenants association for its community involvement with residents.
  • In memory of the 14 young women who met a tragic end on 6 December 1989 at the École polytechnique de Montréal, Council adopted a motion to mark the “Montréal Day of Remembrance and Action on Violence Against Women and Girls.”



  • Council has authorized the tabling of a subsidy request for the creation of an outdoor fitness track for the elderly in parc Jean-Brillant and has set aside the sum of 30 000 $ (an amount representing the 50% share of the cost shouldered by the Borough) for the execution of this project, undertaken as part of the “Programme d'infrastructures Québec-Municipalités / Municipalité amie des aînés” of the ministère des Affaires municipales, des Régions et de l'Occupation du territoire. 



  • Under the “Programme d'amélioration des aménagements dans les parcs (PAAP) 2011,” Council has granted:

Ø      a 50 949,54 $ contract (taxes included) to Construction Arcade for repair work to the parc Kent pavilion's south terrace.

Ø      a 156 208,26 $ contract (taxes included) to Construction Arcade for renovation and redevelopment work on the parc MacDonald chalet.

Ø      a 90 805 $ contract (taxes included) to Les Entreprises Vannicola Inc. for the redevelopment of playgrounds for children aged 18 months to 5 years and 6 to 12 years in parc Loyola.

Ø      a 77 971,65 $ contract (taxes included) to Tessier Récréo-Parc Inc. for the supply and installation of play structures for children aged 18 months to 5 years in parc Loyola.

Ø      a 76 924,25 $ contract (taxes included) to TechSport inc. for the supply and installation of play structures for children aged 6 to 12 years in parc Loyola.

  • Council has granted CIMA+ a contract totalling 72 756,18 $ (taxes included) for professional engineering and architecture services in the structural repair of the mechanical room of the Notre-Dame-de-Grâce Community Centre's swimming pool.
  • Council has authorized the following one-time financial contributions:

Ø      1800 $ to Tomchei Shabbos to help it pursue its work with underprivileged families.

Ø      8 000 $ to the Monkland Community Centre to help defray the Centre's operational costs and to maintain the supply of services to citizens.

Ø      300 $ to the Association des locataires de Benny Farm for its Knitting Club activities.

Ø      200 $ to Action Communiterre for the implementation of all its annual projects.

Ø      500 $ to the Filipino Association of Montreal and Suburbs (FAMAS) for the organization of its holiday season activities.

Ø      440 $ to Bikur Cholim Chaya Mushka for the supply of meals to families of the Lubavitch community.

Ø      250 $ to the Association culturelle roumaine for the organization of numerous activities jointly with the Québec Moldavian community.

Ø      25 000 $ to the Société environnementale de Côte-des-Neiges to further work on the “Pour une avenue de Courtrai plus conviviale” project, created under the “Quartiers 21” project, itself implemented under the auspices of the “Plan de développement durable de la collectivité montréalaise 2010-2015.”

Ø      300 $ to Bicol for the organization of mutual aid activities for its members experiencing living difficulties and for holiday season sports and social activities for children of the Filipino community newly established in the borough.

Ø      300 $ to the Association des locataires des Habitations Isabella for social and community activities offered to residents of that building.

Ø      1000 $ to the Association de développement jeunesse de Loyola to enable over 50 children to participate in the different programs offered by the Centre Loyola.

Ø      800 $ to Prévention Notre-Dame-de-Grâce to cover the costs related to the 2012 pilot project aiming to purchase and distribute non-toxic graffiti removal products.

Ø      365 $ to Hatzoloh sauvetage Montréal for the maintenance of its first respondent service to some of the borough's Jewish communities.

Ø      375 $ to the Table Jeunesse de Côte-des-Neiges for the organization of holiday season activities for youth.

Ø      500 $ to Zerf Productions to help it pursue its mission in the areas of social development, the arts, and personal development with the aim of strengthening the social fabric of citizens.

Ø      500 $ to the Comité Jeunesse de Notre-Dame-de-Grâce for the implementation and organization of the Club social Saint-Raymond's programs and activities.

Ø      1000 $ to the Coop la Maison verte for the organization of activities in the celebration marking its anniversary.

Ø      100 $ to the Société opératique de Montréal-Ouest for the annual organization of numerous concerts, including the Gilbert and Sullivan music night.

Ø      500 $ to the Société d'histoire de la Côte-des-Neiges for the maintenance of its services to the community.

Ø      300 $ to the Société environnementale de Côte-des-Neiges for services related to the quality of life in urban environments.

Ø      300 $ to the Jewish francophone women of the Communauté sépharade unifiée du Québec for the organization of holiday season community activities.

Ø      350 $ to the Centre d'enfants Mechta to help provide holiday season activities to the children of the community.

Ø      300 $ to the Habitations Lavoie for the maintenance of services offered to low-income citizens, especially during the holiday season.

Ø      300 $ to the La Voix des Familles tenants association for the organization of social and community activities marking the 20th anniversary of the founding of the Habitations Lavoie.

Ø      200 $ to the Gramota Russian School to help sustain its social and community services to Russian-speaking children.

Ø      800 $ to À Deux Mains/Head & Hands for the social and community activities it offers youth aged 12 to 25.

Ø      625 $ to the Black Theatre Workshop for the purchase of tickets to the 26th edition of the Gala Vision Celebration.


  • Council has authorized the signature of an agreement protocol between the Borough and the Jewish Public Library so that it may provide access to subscriber catalogs for a period of one year and has authorized the granting of a 29 708 $ financial contribution.
  • Council has authorized the extension of the partnership agreement between the Borough and the Centre de ressources communautaires de Côte-des-Neiges to December 2012 for the management and leasing of premises located at the Centre communautaire Le 6767 and at the Centre Appleton and has authorized the granting of a one-time financial contribution totalling 140 000 $.
  • Council has authorized the granting of a financial contribution of 180 000 $ in 2012, 2013, 2014 for the implementation of the “Éco-quartier” program in the Côte-des-Neiges sector, as well as of 145 000 $, over the same period, for the “Éco-quartier” program in the Notre-Dame-de-Grâce sector.
  • Council has authorized the Direction associée - Bibliothèque to disburse, for the year 2011, a sum of 470 654 $ for the purchase and processing of documents intended for the new Benny library in Notre-Dame-de-Grâce.



  • Council has authorized the construction of a new critical care wing and of a new associated medical clinic for the Jewish General Hospital, located at 3755, chemin de la Côte-Sainte-Catherine.
