Central departments

The Direction générale (city manager’s office) oversees a number of central departments and offices. It manages the city’s administrative activities, supports the decision-making process of political bodies and ensures that their decisions are implemented. It also sets out and monitors priorities for municipal departments.

Four assistant city managers (ACMs) who report to Montréal’s city manager, Alain Marcoux, oversee a number of departments under their responsibility. They are in charge of ensuring consistent actions between different sectors of activity, continuity between priority projects, development and implementation of more structured business plans and assigning targeted mandates to specific departments.

Assistant city manager – Ville-Marie and borough coordination

ACM: Alain Dufort

This assistant city manager directs and coordinates the city’s Service de la concertation des arrondissements.

Assistant city manager – Institutional departments

ACM: Benoit Dagenais

This assistant city manager directs, coordinates and supervises most of the activities that support the city’s primary missions. These activities take place in the following departments:

  • Service des affaires juridiques
  • Service de l’évaluation foncière
  • Service de l’approvisionnement
  • Service de la gestion et de la planification immobilière
  • Service du greffe
  • Service du matériel roulant et des ateliers

Assistant city manager – Development

This assistant city manager directs, coordinates and supervises most of the activities around planning and development. These activities take place in the following departments:

  • Service du développement économique
  • Service de l’eau
  • Service de l’environnement
  • Service des infrastructures, de la voirie et des transports
  • Service de la mise en valeur du territoire: This department includes resources in charge of transportation planning and the heritage division.

The assistant city manager in charge of development is also responsible for coordinating major projects, acting as a liaison with paramunicipal companies and organizations which include the Bureau du taxi, Commission des services électriques de Montréal, Corporation Anjou 80, Habitations Jeanne-Mance, Office municipal d’habitation de Montréal, Société d’habitation et de développement de Montréal, Stationnement de Montréal and Technoparc Montréal.

Assistant city manager – Quality of life

ACM: Chantal Gagnon

This assistant city manager directs, coordinates and supervises activities concerning residents’ quality of life. These activities take place in the following departments:

  • Service de la culture
  • Service de l’Espace pour la vie
  • Service de la diversité sociale et des sports
  • Service des grands parcs, du verdissement et du mont Royal

This assistant city manager is also in charge of coordinating sustainable development, improving customer service and acting as a liaison with paramunicipal companies and organizations which include the Conseil des arts de Montréal, World Police and Fire Games, Pointe-à-Callière Museum, Société du 375e anniversaire and Société du parc Jean-Drapeau.
