Ombudsman de Montréal

The position of the Ombudsman de Montréal was created under a municipal by-law. The ombudsman intervenes when she has reasons to believe that a person or group has been wronged, or will likely be wronged, by a decision, recommendation, action or omission of an employee or representative of the city, of a para-municipal company or of a company controlled by the city.

The ombudsman acts only as a last resort; citizens seeking her intervention must have previously tried everything at the administrative level to resolve the problem. Working outside the municipal apparatus, the ombudsman is therefore independent and impartial. She has the power to order inquiries and propose recommendations.
