Partners

Working hand in hand

The Direction de l'habitation at the city’s Service de la mise en valeur du territoire et du patrimoine is responsible for implementing Opération 15 000 logements. Social and community housing projects are submitted by technical resource groups, cooperatives, non-profit organizations or the Office municipal d’habitation de Montréal (OMHM). In regards to the construction, renovation or ownership of private housing, applications are made by property owners, developers, or households preparing to buy their first home.

The success of Opération 15 000 logements requires the collaboration of many partners to provide services, financing and expertise. Here is a list of partners who are helping to develop 5,000 new social housing units and to undertake 10,000 interventions on Montréal's affordable housing stock. This section does not provide a complete list of programs or partners associated with the operation. We encourage you to consult the hyperlinks below for more information.

Société d’habitation du Québec (SHQ) logo

The government of Québec, represented by the Société d’habitation du Québec (SHQ), which offers programs such as AccèsLogis, Affordable Housing Québec – Social and Community Component and the framework program Renovation Québec.The first two programs are designed to encourage the creation of social and community housing for low- and moderate-income households as well as for those with difficulties or special needs. The third encourages the improvement of the quality of housing in deteriorated residential sectors. The city has signed an agreement to manage these programs on its territory.

The boroughs are responsible for writing and applying zoning by-laws within their respective territories. They play a key role in approving housing projects and in defining sectors in need of revitalization.

Technical resources groups (TRG) act as intermediaries between individuals or groups wishing to develop social and community housing projects, and public organizations. Their contribution facilitates the emergence and construction of socially and economically viable housing projects. They are recognized partners of the city and the Société d’habitation du Québec in implementing the AccèsLogis Québec program. There are four recognized TRGs within Montréal’s city limits :

The private sector plays an important role in each stage of developing housing projects as well by intervening on the housing stock. Both businesses and professionals from the private sector contribute to this process, including entrepreneurs, architects, bankers, engineers, appraisers, surveyors, soil analysis experts and realtors, to name a few.

Office municipal d'habitation de Montréal (OMHM) logo

The Office municipal d'habitation de Montréal (OMHM) is a paramunicipal organization that manages more than 20,000 low-cost housing units on the island of Montréal, mainly for families and seniors. As part of  Opération 15 000 logements , the OMHM develops affordable housing projects and manages allocation of AccèsLogis rental supplements. The OMHM gives priority for its projects to people on its waiting list.

The Société d’habitation et de développement de Montréal (SHDM) is an organization that develops real estate. It owns several thousand affordable housing units, including nearly 400 units in some 15 rooming houses. The SHDM works with Opération 15 000 logements in two ways:

  • By developing new affordable housing units, mainly for the Office municipal de l’habitation de Montréal (OMHM);
  • By putting co-ownership residential projects on the market through its Accès Condos program, which facilitates first-time buyers to become homeowners.

The Agence de la santé et des services sociaux de Montréal has provided ongoing funding since 2002 to provide community support services for projects for the homeless and people at risk of becoming homeless. As well, many of these projects received financial support from the government of Canada’s National Homeless Initiative, administered by Human Resources and Social Development Canada.
