User fees for water and solid waste services

To set up a single tax system throughout the Montréal territory, the legislator empowered Montréal to continue gradual harmonization of the tax burden of its 13 sectors. For the purpose of tax harmonization, each former municipality makes up a sector. Consequently, contrary to the general municipal tax rule, Montréal is allowed to charge various fees according to sectors during the harmonization period.

Tax harmonization efforts are now continuing with respect to user fees. Water supply fees to residential buildings have, accordingly, been cut in 2010 for many sectors in wich they apply.

Steps involved in the biling and collection process

Here is a list of steps involved in the billing and collection process of  the user fees for water and solid waste services.

Bill

Mailing throughout the year.

1st instalment:
Approximately 40 days after the mailing date.

Deadline reminder
(bills of $300 or more)

Aapproximately 30 days before the 2nd instalment.

2nd instalment:
Approximately 90 days after the 1st instalment.


Steps if there is an unpaid balance

Reminder Notice

Approximately 30 days after the last deadline.

Approximately 15 days after the mailing date.

Summons
(fees of $9.50)

Aapproximately 15 days after the deadline of the Reminder Notice.

Notice of action or Notice of writ of seizure

Anytime after the deadline of the Summons.

Approximately 15 days after the mailing date.

File is transfer to the Section des procédures de la Division de la perception de la Direction des revenus et de la fiscalité du Service des finances.
