The Montréal City Council created the Ombudsman de Montréal position at the request of
citizens who had participated to the 2002 Sommet de Montréal Workshop
on democracy . At the time, there was no equivalent position in any Canadian city. Ms Johanne Savard is the first incumbent of the position and she began her functions in 2003.
