1987
On March 26, 1987, Montréal’s executive committee named Claude Forcier as division chief of the taxi office.
On April 1, 1987, upon the executive committee’s recommendation, the community council authorized the creation of the taxi office. Coordination with the Régie de l'assurance-automobile, the Commission des transports du Québec and the Ministère des Transports helped to facilitate the decentralization of the taxi office.
On October 21, 1987, the community council adopted by-law 97 concerning taxi transportation, developed in collaboration with industry representatives.
On November 30, 1987, the taxi office was officially inaugurated.

1988
In 1988, the taxi office produced and distributed a series of documents and a video titled, "Au service de la qualité" for people working in the taxi industry.

1989
On February 9, 1989, the executive committee named Richard Boyer as temporary division chief of the taxi office. On February 22, 1990, Mr. Boyer’s position was made permanent. On January 28, 1993, the executive committee named Mr. Boyer as director of the taxi office.
In 1989, the office implemented its visual vehicle inspection program. In the same year, the office produced its "Guide de l'usager du transport par taxi," a guide for citizens and visitors.

1990
In 1990, with the taxi industry and the government of Québec, the taxi office launched the "Taxi Secours" safety program, encouraging taxi drivers to participate in public safety measures.

1991
In 1991, the taxi office set up a joint committee made up of representatives from the city, the police department and the Ligue de taxi de Montréal. The committee was in charge of installing, changing and removing taxi stands.

1992
In 1992, the taxi office created a task force made up of representatives elected by taxi owners and companies and representatives from the police department, the STCUM and the Ministère des Transports du Québec. The task force worked to dissolve the regulations that governed applications to be part of a taxi company to improve integration of visible minorities and prepared reports for the commission in charge of amending the Act Respecting Transportation by Taxi.

1993
In 1993, the taxi office moved into its new headquarters, located at 4949 Molson.
In the same year, a task force was created to deal with issues created by the opening of the Casino de Montréal. The task force helped to implement an innovative solution: pre-inspecting vehicles and issuing a sticker proving vehicles’ compliance with all regulations under the Act Respecting Transportation by Taxi.

1994
In May 1994, the taxi office created a mandatory inspection program for all taxis. The inspection covered the general quality of the vehicle, its cleanliness and the condition of the body. In 1995, nearly 6,000 vehivles were inspected by the taxi office.
The police department, taxi industry representatives and the taxi office launched the "Partners in Prevention" operation in 1994 to help improve driver safety. The operation involved distributing information and conducting checks with drivers transporting passengers along deserted streets. In the six months after this operation, thefts in taxis had decreased by 40 per cent.
