Sanitation and Maintenance of Dwellings
Minimum standards have been set concerning sanitation, security, as well as the maintenance of dwellings and residential buildings.
Cleaning Measures
Dwellings and buildings must be clean, sanitary and in good condition. As the owner, tenant or occupant of a residential building, you are required to allow borough representatives onto your property to inspect the inside and outside of your real estate. These visits normally take place between 9 a.m. and 7 p.m. on weekdays, except in cases of emergency.
Protection Against Moisture
Roof, exterior walls, doors and windows must be watertight, and structure, finishes, bathrooms and washrooms must be protected against moisture and free of visible mould.
Daily Light Inside Each Room
All habitable rooms of a dwelling, except the space reserved for cooking meals, must let in daylight through a window or glass door.
Heating Control
Every dwelling must have a permanent heating system, in good working condition, which distributes a minimum temperature of 21° C to all habitable spaces. The temperature must be maintained until the outdoors temperature gets under -23° C. The measure of the temperature should be taken in the middle on each room, one metre from the floor.
Maintain Good Ventilation
Accesses to a building and indoor exits must be well lit and ventilated to ensure the safety of the occupants.
Outdoor Development
Open spaces must be kept as lawns, gardens, or landscaped areas. Pedestrian walks, accesses for motor vehicles, and exterior parking spaces must be paved, except for parking areas adjacent to a lane.
Allow Inspections
