Construction, demolition and enlargement of a main building
The construction of any building begins with an application
for a Site Planning and Architectural Integration Program
(SPAIP) approval followed by application for a construction permit.
Required documents and information
- A location plan showing the planned installation, in 13 paper
copies and one electronic copy.
- An elevation plan of the façades, in 13 paper copies and one
electronic copy.
- A report reviewing the sector's architectural criteria, in 13 paper
copies and one electronic copy.
- A sample of the materials to be used, and particularly the brick.
- A colour sketch of the environs, illustrating the new structure and
neighbouring structures.
Rules
Creation of high quality architecture that fits in well with existing
structures present in the sector and in neighbouring sectors. The following
criteria must be observed:
- Use of similar materials for the exterior surface.
- The presence and similarity of masonry devices.
- Respect for the volumes and proportions of neighbouring buildings.
- Similar window arrangements.
- Quality of ornamental and stylistic components and quality of wall
modulation.
- The building maintains continuity with existing lines of perspective or
represents the terminus of existing lines of perspective formed by the set of
structures in the zone and in neighbouring zones.
For a demolition of a main building, an application for
approval must be submitted by means of a Site Planning and Architectural
Integration Program (SPAIP) and then a permit must be applied for as
well.
Required documents and information (13 paper copies and one electronic
copy)
- The names and addresses of the owner and the owner's representative, if
applicable
- The address of the building concerned by the application
- Photos of the façades of the building and its surrounding area
- The number and surface area of the building occupancies
- The reasons justifying the demolition permit application
- The preliminary program for the redevelopment of the cleared property,
including the plans required to check compliance with regulations
- The target dates of the demolition and reconstruction work, if applicable
- A report by a professional on the heritage value of the building.
Rules
Avoid losing a building having heritage value. The following criteria must be
observed:
- The treatment of building openings is not original.
- The building is not made of clay brick and doesn't have any masonry
system.
- The building doesn't have any crowns.
- The balconies and balustrades are not original.
For any visible enlargement of a public roadway, other than a
lane, an application for approval must be submitted, by means of a
Site Planning and Architectural Integration Program
(SPAIP) and then a permit must be applied for as well.

copies and one electronic copy
- An elevation plan for the façades, in 13 paper copies and one electronic
copy
- An analysis report on the architectural criteria in the area, in 13 paper
copies and one electronic copy
- A sample of the materials that will be used, and particularly the brick
- A colour sketch of the surrounding area, illustrating the new building and
the buildings nearby.
Rules
Create superior quality architecture that fits in well with that of the
existing building. The following criteria must be observed:
- Take into consideration the character of the building to be extended, and
particularly, the type, expression and architectural characteristics, such as
cladding, crowns and openings.
- Take into account the extensions carried out on the same type of building,
with respect to dimensions, relationship to the main volume and the
architectural characteristics of the extensions.
- Respect, enhance or adapt to the building's architectural character or be
compatible with its form and materials, in accordance with the architectural
value of the building.
- Consider its effects on the land and on neighbouring structures so as to
preserve or enhance the character of the land and the environment, or be
compatible with them, in accordance with their value.
- The placement and layout of the building maintain continuity with existing
lines of perspective or represent the endpoint of existing lines of
perspective formed by the set of structures or landscaping.

Fees
- Permit construction for a new building: $800* per unit
- Permit for renovation: $8.90* / $1,000 of work
- Minimum charge: $125* (for residential building)
- Minimum charge: $375* (for commercial, industrial or institutional
building)
- Demolition permit for a main building : $1,103 *
- Demolition permit for an accessory structure: $56*
- No charge for SPAIP's application.
