Eco-quartier Pierrefonds-Roxboro

An eco-quartier is an office that promote awareness and offers to citizens environmental services related to four fields : waste management, cleanliness, beautification and nature in the city. It also educates the public about responsible consumption by selling fair trade products, green cleaning products, reusable bags, etc.

Services

  • Distribution of recycling bins and recyclo-bags to the residents of Pierrefonds-Roxboro;
  • Implementation of recycling in buildings of 9 or more dwelling units, institutions and community centers;
  • Implementation of recycling in 22 schools in the borough and support for green groups;
  • Organization of educational activities about the environment at schools and day camps;
  • Raising awareness to dog pollution;
  • Promoting graffiti and wild display awareness;
  • Organization of cleaning blitz;
  • Promoting home composting and grasscycling;
  • Ragweed awareness;
  • Free distribution of flowers, trees and compost;
  • Collection of used batteries, printers and copiers ink cartridges, old cell phones and cork;
  • Provide information on household hazardous waste (HHW) and their collections in the borough;
  • Provide Information on composting and sale of composters .

Collections and recycling

Branches – Pierrefonds and Roxboro sectors as per the Borough By-law on prices for goods and services (CA 29 0025)

Branches no more than 5 cm (2 inches) in diameter can be put out for regular refuse collection, all year round, provided they do not exceed 1 metre (3 feet) in length and are tied in bundles.

If you wish to dispose of branches more than 5 cm (2 inches) in diameter, please follow these procedures:

  • Call the Citizens’ Services Office agent at 311.
  • A Borough representative will visit you and provide a cost estimate for the pick-up.
  • Pay the amount of the estimate at the Borough Hall – Monday through Thursday, 8 a.m. to 5 p.m. and Friday, 8 a.m. to 12 p.m. (cash, cheque, credit or debit) – or by depositing a cheque – outside business hours – in one of the deposit boxes located next to each entrance door to the Borough Hall, 13665, boulevard de Pierrefonds.

There is a $15 service charge and a fee of $2.50 per square metre for all branches.

Branches no longer than  2.4 m (8 feet) and not exceeding 15 cm (6 inches) in diameter must be lined up neatly in piles not exceeding 1.2 m (4 feet) high close to the street, cut ends toward the street and leaves toward the property. Borough employees pick up only the branches. Please cut off roots and remove any dumps of earth. To ensure our employees’ safety, make sure that there is no debris (trunks, stones, stumps, scraps of metal, etc.) in the pile of branches.

Note: If you have hired a professional pruner, we suggest that you ask him to get rid of the branches. It will not cost less to have it done by the Borough. The branch pick-up service is offered from May to the last Friday in October. It is not available during the winter months.

Construction and renovation scrap materials – Pierrefonds and Roxboro sectors as per the Borough By-law on prices for goods and services (CA 29 0025)

If you wish to dispose of such materials (restricted to wood, plaster, rubble, stone, concrete, asphalt shingles, metal):

  • Call the Citizens’ Services Office agent at 311.
  • A Borough representative will visit you and provide a cost estimate for the pick-up. .
  • Pay the amount of the estimate at the Borough Hall – Monday to Thursday from 8 a.m. to 5 p.m. and Friday from 8 a.m. to 12 p.m. (cash, cheque, credit or debit) – or by depositing a cheque – outside business hours – in one of the deposit boxes located next to each entrance door to the Borough Hall, 13665, boulevard de Pierrefonds.

There is a $30 service charge and a fee of $53 per square metre for all types of materials.

Refuse must be placed on the pavement in front of your property on a surface that does not exceed one metre deep or block a catch basin.

Note: The scrap material pick-up service is offered from May to the last Friday of October only. It is not available during the winter months.

Household refuse – Pierrefonds and Roxboro sectors

For single-family residences and buildings of 8 units or less, the household refuse collection will take place on:

  • Mondays for the residential sector West of St-Jean Boulevard;
  • Thursdays for the residential sector East of St-Jean Boulevard.

For buildings of 9 units and more, schools and businesses, the collection will take place on Mondays and Thursdays.

Basic rules for a more efficient refuse collection:

  • Refuse shall be placed at the end of the driveway, close to the street, behind the sidewalk, curb or ditch.
  • Refuse must be deposited between 9 p.m. the night before and 7 a.m. the day of pick-up.
  • Waste containers must be closed and waterproof, be made of metal or plastic, equipped with handles and a cover, and have a maximum capacity of 120 litres and a maximum weight of 150 kg.
  • The household refuse collection contract includes heavy and bulky objects such as ranges, sofas, beds, chairs, carpets (rolled, cut, tied or folded), television sets and other similar objects (except for refrigerators and air conditioning units). 
  • The collection is limited to 6 containers (25 kg per container) per dwelling unit for a total weight of 150 kg.

The following containers are not authorized and will not be emptied by the waste removal crews:

  • 205-litre metal or plastic barrel (45 gallons)
  • Any type of container that exceeds 120 litres (150 kg)
  • Wheeled rubbish bins that contain more than 120 litres
  • Any type of container that does not have handles

To avoid interruption of the waste removal service and to ensure the safety of the crews, please abide by the by-laws and use an authorized garbage container.

Green recycling box

The green box is emptied Mondays, west of Saint-Jean Boulevard and Thursdays, east of Saint-Jean Boulevard.

Any new resident of a single-family or of a building of 8 apartments or less can obtain, free of charge, a green recycling box for a period of one year following his or her move. After that time, a fee of $10 applies. Proof of the old and new addresses, such as telephone or electricity bill, is required.

Green waste and dead leaves

Green waste and dead leaves collection will be held Wednesdays:

  • September 30;
  • October 7, 14, 21 and 28;
  • November 4, 11, 18 and 25.

Accepted green waste
Garden and landscape waste, dead leaves, and small branches no more than 1 meter long and 5 centimeters in diameter.

Excluded green waste
Table waste, soil and stone, pet litter and waste, as well as branches more than 5 centimeters in diameter and stumps.

Containers
The green waste must be placed in see-through or orange plastic bags, in front of the building, after 8 p.m. the night before and no later than 7 a.m. the day of pick-up.

Natural Christmas trees

The natural Christmas tree collection usually takes place the first two Wednesdays in January. Trees – free of all decorations and packaging materials – must be deposited between 9 p.m. the night before and 7 a.m. the day of pick-up.

Household hazardous waste collection

See the City’s Web site for the collection schedule. All hazardous products must be brought to the locations, on the dates and times indicated in the schedule. The Borough’s Public Works Department does not pick up nor accept these products. It is therefore strictly prohibited to deposit hazardous wastes on city land, at all times.

If you cannot wait for a collection, inquire with local merchants. Paint retailers often accept leftover paints and garages usually take used oils and old tires.

Pesticides

By-law 04-041 on the use of pesticides, adopted by City Council on April 26, 2004, is in effect on the entire territory of the borough. The Borough offers a free consultation service. Call 514 624-1215 to reach the Info-Pesticide line.

Compost

Home composting provides an interesting way to recycle household vegetable and garden scraps (leaves and grass clippings). The compost produced is a rich organic top-soil that can be used in plant-beds, grass and vegetable garden. It activates life in the soil and improves the structure of clay soils commonly found in the area.

Leave the grass clippings on your lawn (grasscycling) to reduce the need for natural fertilizer by 30% and reduce the need for watering. These actions, combined to recycling, will reduce the amount of garbage placed in your bin.

If you are a resident of Pierrefonds-Roxboro who lives in a single-family dwelling and would like to take part in the Borough’s composting program, call the Construction and Occupancy Division at 311.
