Begin by deciding whether it is suitable to use a citizen interaction approach.

It may be that in the beginning, you show some interest but have some reservations. For example, you may be worried about needlessly generating negative reactions, or even giving away secrets to your competitors (if it is a commercial project).

Our suggestion is a three-step process.

At each of these steps, the idea is to clarify the elements that you may wish to take into account as part of your decision-making process. At the end of each step, you can choose to end the exercise or continue your reflection.

  • Step One: Specify the project content and understand the regulatory framework;
  • Step Two: Specify the advantages of an interaction approach
  • Step Three: Collect, if needed, initial observations from the community.

DO THE VARIOUS STEPS REQUIRE LENGTHY PREPARATIONS?

The various steps in this guide may be explained in very detailed fashion, but carrying them out does not usually require much preparation time, and some steps are very quickly dispensed with.

“CITIZEN INTERACTION” OR “PUBLIC CONSULTATION”?

These expressions belong to the same family of terms designating any sort of approach that seeks to obtain public opinion to help make an enlightened decision. Generally speaking, public consultation refers to more formal processes, governed by a predefined code of procedure and often by legislation or a regulation.

For the purposes of this guide, we have chosen to use the terms “citizen interaction” and “interaction with the public,” which refer to a participatory approach that is unregulated, voluntary, flexible and respectful of people. ”Citizen interaction” is thus a less formal approach, but it is nonetheless based on rules to maintain its credibility, and promotes communication focused on exchanges and listening.
