Different considerations may justify an amendment of the zoning by-law. First of all, the by-law must be able to evolve and improve with the passage of time. Amendments may be aimed at making it clearer, more flexible, and more coherent. Sometimes, the recurrence of projects containing desirable features requiring exemptions may result in amendments to the zoning by-law making these features permissible.
Amendments may also be implemented as neighbourhoods evolve due to new residential buildings and the appearance of new needs and products, such as the installation of a heat pump, for example. When an amendment is deemed desirable, the Direction de l'aménagement urbain et des services aux entreprises prepares a draft by-law amending the zoning by-law and presents it in a public consultation.
