PUBLIC NOTICE IS HEREBY GIVEN

 

TO QUALIFIED VOTERS entitled to have their name entered on the referendum list of the borough of LaSalle.

 

At an ordinary session of the Borough Council of LaSalle held on March 1st, 2010, was adopted Bylaw No. LAS-0058 entitled:

 

BYLAW AUTHORIZING THE LOAN OF $1,680,000 for the purchase of vehicles, machinery, TOOLS and equipment.

 

Any qualified voter entitled to have his name entered on the referendum list of the Borough may demand that a referendum be held, concerning Bylaw No. LAS-0058, by entering his name, address and qualification in a register open for that purpose and by affixing his signature opposite those entries.  (Qualified voters wishing to register their name must present a piece of identification namely: a medicare card, driver's licence, or passport).

 

This register shall be open from 9 a.m. to 7 p.m. on March 24 and 25, 2010, at the office of the Secrétaire d'arrondissement, 55, avenue Dupras, LaSalle.

 

The number of signatures required, such that a referendum shall be held, is 1,293 (one thousand two hundred and ninety-three). If this number is not attained, the bylaw shall be adjudged to have been approved by those qualified to vote.

 

The results of the register shall be announced at 7 p.m. or as soon as possible after this time, on March 25, 2010, at the office of the Secrétaire d'arrondissement.

 

The bylaw may be consulted during business hours and during opening hours for the register.

 

Conditions to be a qualified voter entitled to have his name entered on the referendum list of the borough of LaSalle:

 

1.   Every person who, on March 1st, 2010, was not disqualified from voting according to Article 524 of the Act Respecting Elections and Referendums in Municipalities and meets the following conditions:

·         be a physical person domiciled in the borough and be domiciled at least 6 months in Quebec and

·         be the age of majority, a Canadian citizen, and not be under the Public Curator.

 

2.   Every non-domiciled single owner of a property or non-domiciled sole occupant of a commercial enterprise who is not disqualified to vote and meets the following conditions:

·         be the owner of a property or sole occupant of a commercial enterprise located in the borough for at least 12 months

·         in the case of a physical person, be the age of majority and a Canadian citizen, and not be under the Public Curator.

 

3.   Every undivided co-owner of a property or co-occupant of a commercial enterprise who is not disqualified to vote and meets the following conditions:

·         be an undivided co-owner of a property or co-occupant of a commercial enterprise located in the borough for at least 12 months;

·         be, by means of a proxy signed by the majority of those who are co-owners or co-occupants for at least 12 months, designated as the person who is authorized to sign the register on their behalf and to be inscribed on the referendum list, should the case arise. This proxy must be produced before or at the signing of the register.

 

(Note: a co-owner or a co-occupant does not have to be designated if he is otherwise qualified that is if he is domiciled, sole owner of a property or the only occupant of a commercial enterprise.)

 

4.   Legal person

Having designated by a motion, from its members, administrators, or employees, a person who, on March 1st, 2010, and when exercising this right, is the age of majority and a Canadian citizen, who is not under the Public Curator, and who has not been disqualified to vote as prescribed by law.
